PRIMARY FUNCTION:
This position is responsible for development and the successful implementation of the company’s strategic Water Conservation Plan including the following programs: conservation, water audit, water loss, leak detection and related functions.
PRIMARY JOB RESPONSIBILITIES:
Responsibilities include working closely with Regulatory Affairs, Engineering, Service Area Managers, the California Water Association (CWA), the California Public Utilities Commission (CPUC) and the California Urban Water Conservation Council (CUWCC) in developing, justifying, defending and implementing water conservation programs. Additional responsibilities include managing direct and indirect staff to implement, monitor and report on programs to all levels of the company and external stakeholders. The Water Conservation Manager serves in a lead capacity managing the company’s efforts to implement the CPUC’s Water Action Plan and CUWCC’s Best Management Practices (BMPs). This position also works closely with the Communications Specialist - Utilities. Additionally the position is responsible for aggressively applying for and maximizing the use of alternative/supplemental funding sources such as grants, rebates, partnerships, etc.
¨ Implement all company goals and objectives related to water conservation.
Present and defend all water conservation programs before the CPUC.
¨ Responsible for developing, budgeting, implementing and monitoring cost of all water conservation programs.
¨ Prioritize and supervise the company’s conservation programs, water audit functions, water loss, leak detection services and related functions.
¨ Works closely with the Communications Specialist - Utilities to ensure employees, customers and communities are informed regarding all water conservation programs duties as assigned.
PHYSICAL DEMANDS:
May be subjected to prolonged periods of sitting with repetitive finger and wrist movements. Able to lift 25 lbs. Must be able to travel alone to Service Area offices, to association meetings, and to CPUC offices, both locally and at other locations with occasional overnight stays.
EDUCATION:
Bachelor’s Degree in Engineering, Business or related discipline preferred, or minimum three years as a Superintendent in the water industry.CA-NV AWWA Section Water Conservation Practitioner Certification Grade 1 required with the achievement of a Grade 2 within 24 months.
WORK EXPERIENCE:
¨ Minimum of five years experience in water industry, or related utility field, conservation programs, water audit functions, water loss control program and leak detection services.
¨ Five years management or supervisory experience.
SPECIFIC KNOWLEDGE/SKILLS:
¨ Excellent communication skills; written, verbal, public speaking and Power Point.
¨ Ability to testify before the CPUC.
¨ Ability to manage staff and workload.
¨ Ability to work well as a team leader and as a team member both internal and external to the company .
- Ability to partner with outside agencies and represent company interests; CWA, CUWCC, Metropolitan Water District, Upper District, Central Basin Water District, etc.
¨ Ability to manage multiple high priority programs simultaneously.
OTHER REQUIREMENTS
Valid California driver’s license with an acceptable driving record, as determined by Company insurance carrier. Familiarity with on the job safety practices. Must be willing to travel 25% of the time.
